Spot lights are shined onto the photo of MPs (now with flowers decoration) while the all the lights at Stagmont Park are turn off completely at night leaving the whole park in almost complete darkness (

actually Stagmont park lights was up and about on 18th Mar. maybe u should verify on the 18th night before you post it on the 19th. it gives an impression that as of date of posting, the lights are still not in order.
